PG::エラー: エラー: 新しいエンコーディング (UTF8) には互換性がありません

概要

ソースから postgresql-9.2.4 をインストールしました。実行すると、rails アプリにインストールされます。

$ bin/rake db:create RAILS_ENV="test"
PG::Error: ERROR:  new encoding (UTF8) is incompatible with the encoding of the template database (SQL_ASCII)
